Windows Server 2016 Licences

Hi all -

Question i'm hoping you can help me with.

I've just recently purchased Windows Server 2016 Standard for a small business application directly from Microsoft, with 10 CAL's from here:

click here currently have 30 users on site and i'd like to buy another 20 user access licences (rather than device access licences), however i'm not quite sure how to do this? Do I purchase another 4 x these?

click here is there a better way to do it?

I had a go at trying to register for the Microsoft Volume Licensing Portal, but it appears you need an invite or an agreement set up first?

Your help would be appreciated.

CALs are necessary for every user or device that accesses the server.
