Windows 7 won't fully load

I shut down my computer running Windows 7 Home working normally last night, and this morning it won't load. It comes up to the Windows loading screen, lets me log in and then loads a grey screen with a memory error issue and explorer.exe won't load.

Safe Mode also won't fully Load There were no updates done last night I have run chdsk from command prompt with no errors I have run memtest with no errors I have run Windows Start up repair TWICE I have done a System Restore I have loaded last known good configs

What is going on and how do I fix this?

try running

sfc /scannow

let windows scan for and replace missing or corrupt system files.

if that doesn't make a difference then do a repair install as per click here
