Windows 7 problem that I cannot identify.

For a few week now, I have been having a problem with windows 7. When I open any program, VLC for example, and click on a button like play or pause, I can do this for one time only. After that, I cannot click on any button or even click on any of the options at the top, audio, video, subtitle, etc. The program does not crash or freeze but continues to run the video, but to close it, I have to close it from the task manager. This is the case for many applications but not all of them. Any solution for this?

Have you run scandisk and sfc/scannow, after that I would run an anti adware/ spyware program and check in task manager what is running in the background, I have to say VLC is an odd one, I have to close it sometimes via task manager, but only that program.
