Strange windows laptop battery issue

Hi, I have recently been having battery problems with my laptop which is now just over a year old. The problems comes when the laptop reaches low battery levels because the lapotop always hibernates, and reaches critical battery whenever the battery goes below 20%. Whenever i plug in my laptop however to charge it from hibernte it always tells me it has only got 1% charge despite the fact it told me it was at 20%, 10 seconds prior to hibernating. From here the laptop rapidly charges from 1% to 20% in just a couple of minutes, before it charges at a normal rate from 20% to 100%. The laptop also fails to warn me about low power, unless i change the low power level to over 21% which just seems stupid.

I have tried changing advanced power options for the power plans and factory resetting the laptop but neither helped. I also tried to recalibrate the battery but it didn't help. I also tried running the hp support assistant battery test, but it didnt find any problems.
