Problem with MS update KB4470502 for NET framework

This update resulted in my START button becoming inoperative. I see complaints on the Internet about this update causing serious problems. I seem to have got off lightly and System Restore fixed the problem. This removed 4470502, of course, and now it's threatening to try again but I've delayed it until Jan 7. Perhaps MS will have fixed it by then? Anyone else having trouble?

I recently did clean installs on 2 desktops. This update was downloaded as part of the update process immediately after the installs without any problem on either. Looking at the admittedly small number of annoying problems that seem to have occurred after installation of 1809, I'm beginning to think it's maybe worth doing a clean install when these yearly upgrades come along.
