PC won't restart a unexpected I/O error occrred

Hi, please kindly help if you can :) I had this problem for a very long time now, it’s getting annoying as I cannot restart my PC. This message was shown "this problem can happen when a removable storage device is removed while it's in use or is failing. Properly connecting any removable storage and restarting your PC may fix this problem". The problem is I have no idea which external device caused this problem and I’m pretty sure I don't have it anymore anyway. Every time I restart my PC, it says something like no hard drive detected, press control alt delete to restart, doesn't matter how many times I try, the PC just won't boot. The only way for it to work is to force shut down and wait at least 20 minutes, then the PC will boot normally. Thanks in advance everyone, really appreciate if you can help.
