Financial Times: Microsoft is preparing to reverse course over key elements of its Windows 8 operating system, marking one of the most prominent admissions of failure for a new mass-market consumer product since Coca-Cola’s New Coke fiasco nearly 30 years ago.
Personally I think its to soon to say Microsoft is backing down. At least until the end of June when they have stated Windows Blue will be available.
The FT details do not match the sales numbers given out by Microsoft this week, To me if the numbers are correct why the Microsoft statement that windows blue CR will be available shortly ??
Whats not been announced is it a new OS or an update to Win 8 the facts are Windows Blue will have a public preview that will be made available this summer (in June). Tend to point to a new OS

It is in fact an update Windows 8.1 is scheduled to be released to the public on June the 26th, 2013 Its unknown what it actually contains

The release on 26th June is a preview only - not the final version. It's primarily intended for developers, although it will be avaialable to anyone who wants to download it.
There will be more tile sizes, a preview of Internet Explorer 11, a tighter integration of SkyDrive, plus various tweaks to the way apps are handled.
There are bound to be other changes before the final release version is available - probably in October.
