Missing disk space while re-partitioning

Hi, I am trying to re-partition my hard drive to install ubuntu on it. Problem is, when I go to disk management to shrink the size of my C: unit, I'm only allowed to shrink it by 213MB, but I have over 100GB of free space. I've been told this is because Windows placed some files on the other side of the disk, so I have to defrag to fix this. I've used Windows own tools to defrag and optimize my hard drive, but nothing happened. I've tried to free up some more space and even use a program called Perfect Disk Pro to try to optimize the disk, but I'm still stuck on the maximum 213MB partition.

Anyone knows how to fix this? There's not a lot of documentation for this problem online. Thanks in advance.
