Major problems opening files and folders

Constantly getting "access denied", "windows unable to find _", "network path typed wrong, does not exist, or is currently unavailable", "check spelling, may be a problem with the network", "Web Client Service not running or is disabled", "Windows troubleshooting wizard service is disabled", "___ not enabled for this version o windows". I'm running Windows 10 Home, version 1709. Most of these problems started with the large Fall Creative Update. Now am unable to open System File Checker, and have lost access function of most diagnostic programs. Hitman Pro and Webroot scans come up clean. Have continuously run updated virus/malware protection. Any ideas?

Best bet might be to try a Reset

Satrt - settings - Update and Security - Recovery - Reset This Computer, follow the prompts to Reset keeping your data

If you can open Windows Powershell (Admin) then copy and paste dism.exe /Online /Cleanup-Image /RestoreHealth and press enter. It should repair the Windows image.
