Keyboard and Mouse freezing, Desktop PC

I upgraded win7 home Prem to windows10. I only upgraded to get the windows10 product key so I could do a clean install on a new drive. All went well and Win 10 works OK with a few minor tweaks. I decided to roll back the upgrade to Win7. Now I'm unable to do anything after booting into Win7 because the wireless keyboard and mouse are frozen. They work fine in BIOS etc. I tried using a PS2 wired keyboard and mouse but with the same result. System restore fails suggesting it could be an AV problem. but as the KB&M don't work I can do nothing about it. Booting into 'Safe Mode' gives the same result. I know Windows7 is working in the b'ground as my TB notes (Sticky-notes) pop up as normal. I suspect it's driver corruption but I've no way of updating it/them. Any suggestions welcome but be sure to read my thread properly first.

Wired USB keyboard or mouse? or are you thinking the USB ports aren't working?
