Graphical issues even with upgraded graphics card.

I posted about this a little while ago, but have some updates that I think might be more useful.

I experience awful graphical issues, similar to screen tearing, but I don't know if that's what it is exactly. I thought it was probably my GPU getting out of date, as the computer wasn't new when I got it, but when I installed a newer graphics card, the problem persisted. (I'm using a brand new NVIDIA GeForce GTX 1050 Ti, all drivers installed properly. The pc itself isn't new, but went through a full system restore and works perfectly besides the graphical issue.)

At this point I assumed it was a problem with the monitor, but figured I'd take a screen recording to upload anyway. It shows up in the recording as well, which I think means it's not an issue with the monitor itself? I don't know what else could be causing the problem, so any advice would be appreciated.

I recorded a youtube video to show the issue, and how the issue affects my cursor as well.

I've read your other threads, I don't know what performance you're expecting at 60hz.
