changing encoding in VLC, notepad++ etc. does nothing

I am trying to get Polish subtitles to display properly, but I can never get them to change in VLC, notepad++, word etc. no matter what encoding / character set I choose (btw I'm remembering in VLC to hit "Save" and then restart the movie.)

Even if I for example select Chinese, Japanese etc. character sets, the subtitles never change.

I'm not sure what/how you are doing it, but Google search results suggest you have to play the relevant .SRT file. Use search term: subtitles in vlc
