Can't use my computer as a Wifi hotspot

Hi. I recently updated Windows 10 so I can use the Mobile Hotspot feature in the Options menu. But I can't get it to work. It seems to send out the signal perfectly fine, but I can't get my tablet or my 3DS to connect to it. They're trying, but they just can't, and I can't figure out why. Now, the thing is that we don't have a private Wifi connection here at home. We don't have a modem or a router or anything like that. So we use a public signal instead. But the signal is very weak. I have to use an adapter for my laptop, or else I can't connect to the internet at all. So I'm wondering if that could be part of the problem. Also, please keep in mind that I am not good with computers and computer terminology at all. I never have been. I'm trying my best to explain my problem via layman's terms, so I'm sorry if I'm leaving out anything important. Thank you for any help you can provide.
