Can't Read/Write to Hard Drive through Explorer

Hey everyone,

I have a bizarre issue;

I have external Hard Drives formatted as exFat, on a Windows 10 PC. I can read/write files through Premiere Pro (it writes Renderfiles onto the Hard Drive) but if I use the Explorer to copy files FROM or ONTO the hard drive the Mb/s just drops to 0 after a few seconds and remains at zero and the explorer freezes.

Why can I read/write through a third party program but not through the explorer?

I'm in desperate need for help with this issue. It's not just the one hard drive, it's any hard drive. I have tried formatting it as NTFS, same result.

please give me a hand, I'll be forever greatful.
