When you type "explorer.exe" in the command prompt do you get to your log in?
If you are able to login it sounds as if you have a virus.
Should you be able to get into Windows, do you have a recent system restore point that you can use?
Do you have Anti virus software installed?
Again, if you can boot from "explorer.exe but don't have a recent restore point you need to get rid of the Malware that is causing your problem, run a virus scan and the free version of Malwarebytes from click here
