Stable address?

Given the nature of this report I thought the use of the phrase "stable address" in paragraph 6 was quite funny! I presume they meant that he didn't have a permanent address - or maybe not! click here

I am rather surprised that he was not let out on bail rather than remanded in custody. After all the report does not mention that he was any sort of danger to the public.
I wonder what the other prisoners will make of it all?
