So, lets get this straight; Someone in (relative) authority wants to stop banks, who sell their services on profit levels, from risking money that they don't own, through mechanisms they don't understand to prevent a collapse of the world economic structure. Again.
In their interpretation of the comments, the very people who caused the problems decide that they will devalue the companies who they work for by selling shares on the cheap because they won't be able to risk the money they don't own, by mechanisms they don't understand, to make money for the institutes they work for. Again.

Want some proof?

Rumours. Great basis for business.
