Trump's first Daesh/IS/ISIL defeat proclamation was around January 2018, so it's perfectly likely that he'll announce the defeat a few more times yet. And he'll still be wrong.

The only reason Daesh grew to the size it did with the power it had was because it was supported as the way to defeat Assad. If the USA hadn't left all that shiny kit lying around in Iraq, they wouldn't have been able to get beyond a disorganised rabble. Continuing to get supplies, either directly from the USA via various other groups, or from Saudi and UAE, and money for oil from Turkey ensured they would become successful enough to wreck the lives and communities of millions of innocent people, all but a handful of them east of the coast of Syria.

If Trump et al decide that Daesh might be a handy weapon again, they'll emerge from the shadows and restart their reign of terror.
