It is the river Mersey, but the precise location as stated on the postcard, doesn't seem to show up when Googled.

I shall give it this morning and, if not ID'd, reveal the answer at noon.

The building with the chimneys is the old Clarence Dock Power Station, I think.

The actual wording on the postcard is The new docks, Tranmere Bay, so well done to all who narrowed it down and posted locations to the area of the River Mersey.
