Having Read The Small Print (Election Thread)

All through this political campaign, I have been impressed by the Tories idea of National Citizen Service for 16 year olds.

'Brilliant' I thought. This should teach teenagers about community spirit and responsibility.

I have just read through the manifesto on the conservative website and am gobsmacked to read that, not only is it just two months long, but its not actually compulsory!

Now correct me if I'm wrong, but isn't this largely pointless? I can't help think that the kids that are causing all the trouble in the area will politely refuse two months of helping out in the community?
