The OPCW report did not name a country of origin, it's official report said that “The results of analysis by OPCW-designated laboratories of environmental and biomedical samples collected by the OPCW team confirm the findings of the United Kingdom relating to the identity of the toxic chemical that was used in Salisbury and severely injured three people,”
In other words, it confirmed the identity of the toxin, but not the country in which it was manufactured. It did say however, that the substance tested was of "high purity" which supports the UK government's assertion that it was manufactured in a State facility. One wonders who would (a)want to kill two Russians living in Britain (one of whom had seriously upset Vladimir Putin by acting as a double agent for UK security services) and (b)have access to a State manufactured nerve toxin.
The same Foreign Minister has said that the chemical attack in Syria was organised by the U.K.with the “White Helmets” as a provocation. Expect a flurry of disinformation on all sorts and leaks about private lives of political figures
