On holiday in France few years ago, I saw several acres of this tall variety growing. It's used for the fibre and oil content, among other things. I was informed by one of the locals, it was no good for smoking!
I believe that there were some trials of the variety used for fibre etc. in this area some years ago, but this was the real stuff apparently. Just need to stand downwind when they have the big bonfire now.
The size isn't the criteria.If you plant the 'real' stuff out doors and let it grow naturally it too will get to about 8' tall. Don't ask me how I know but I can assure you it really does get this big.
The variety grown for commercial purposes only has very, very low drug levels, but during the growing trials they had to have the fields surrounded by high fences with security, to deter people from stealing it.
