Coping music the legal position

I was looking at tesco's music download site

In the FAQ’s is says that you can copy to a cd for your own use.
I understood that any coping of music was illegal. What is the legal position on this?

As you are paying for the download you can copy it for your own use. Not paying is where people get a tad touchy. Not paying and then selling is when the guns come out.

You are paying for the tracks you download and there seems to be no difference to having the track(s) on your hard drive than on a CD or portable player.
