At the end of the day it will be the end user (you and me) who ends up paying that tax. It will just get passed on by the banks.

They're not punitive measures at all.

Just insurance, like ABTA deposits, and the costs will not be borne by the banks' shareholders and executives, you may be sure of that.

as already suggested I have my doubts about it and agree with all of the above posts. The capitalist system is very strong and it will take much more than this to sort out the big banks.
