XP windows rebooting cycle

My MD96032 notebook won't boot up except in safe mode. I have tried the recovery activities without success. I have also tried the VGA driver update recommended on Medion help section. I keep getting the "we apologize for the inconvenience.." screen & the 5 options. If I select last known good config or start normally it gives the windows loading screen for 5 secs then restarts tot he Intel symbol & back to the 5 options screen.
I have not installed any new S/W or H/W in months and the notebook is rarely used and has never been connected to a network or the internet. Please help as I think the computer is just out of warranty. Thanks,

Boot in to Safe Mode and look in the Event Veiwer for any error that may be related to this issue.

Start/Control Panel/Administrative Tools/Event Viewer. Check the system log files.
