I presume you are using dial up connections and not broadband which is always on as it were.

Is this a system where you dial up to get a broadband connection? Do you click an icon and then wait whilst dialing takes place, to eventually get a broadband connection?

You need to enable RAS connections.

You can also do this with TweakUI click here

click here scroll down to 32 "keep ras connection..." and click on the exe. Once downloaded double click the file.

Do you have service pack 2 installed? I found after updating to service pack 2, my broadband connection stayed active when switching between users.
