I hav'nt turned my PC off for a few weeks so dont know when this issue first started. When I try to shut the PC down It says logging off then goes to the Windows screen and I get " it is now safe to turn off your computer " and hangs there. The PC Is not rebooting on It's own as I have read with some.

Try doing a System Restore to older date before taking drastic action

Check BIOS power management according to this click here

Advanced Configuration and Power Interface (ACPI) capability.
