Have you checked the BIOS for Wake Up Settings?

could be an hardware fault, if the PC is connected to the net or a phone line then it may be resumeing on ring or something (check the BIOS settings and try running it disconnected) but it may be that the hardware has a fault, 3 mins would be a reasonable time for the charge to leak off a capacitor and allow it to restart if there was a fault in the power switch circuit, either something wakes it up like an attempted connection to the PC or the keyboard has a fault (if your softoff button is on the keyboard) or the power supply is faulty, try the cheapest first, try checking everything is connected properly (keyboard etc), then disconnect from the net/networks and try it, then try another keyboard, then the power supply, soft off on my laptop is OFF, nothing runs and only an incoming call will restart it, and thats only because it`s set up to do that in the BIOS, if your system is fully off and restarts then it most likely will be a hardware fault, not software.
