xp home will not start

Hi all
My computer crashed last night and will not restart even in safe mode, it says that a file is missing ie:System32\DRIVERS\isapnp.sys.
I only have a upgrade CD not a full one,this a Tiny PC and Restore disk will not work.
Gratefull for any help.

you can down load it from click here
and use NTFS reader click here to copy the file to the System32\DRIVERS\ folder

You can use the XP boot floppy's to do this from click here you need six floppy disc's
