I am running Win 98 and had the same problem since yesterday. I have found solution on the site:

as quoted by Rajuk, Big Elf and VoG.

In my case Step 4)

Please uncheck "Check for server certificate revocation":

Open Internet Explorer
Click on Tools
Click on Internet Options
Click on the Advanced tab
Scroll down to the Security Section
Unselect "Check for server certificate revocation"
Reboot the machine

Now open Internet Explorer and try the Windows Update site

I followed instructions to the letter and Windows Update
now works!!

Hope it solves your problem.

Merry Christmas Everyone
