Windows Safe Mode

My system is Windows 98 and when starting up, the Desktop began to set up, but the last part of the
toolbar failed to appear.
I followed the Windows Troubleshooting menu, which involved entering Safe Mode. This has enabled me to use the system, although all print and icons are larger than I have had in the past.
However, my immediate problem is that I cannot change the number of colours for my screen from 16 to 256, with the result that Microsoft Money will not operate (I daresay there will be others which I have not yet found !)I have changed the screen size and 'Applied but it reverts to 16 after Restart. I also find that the printer does not work, which I beleive occurs when the systenm is still in Safe Mode.
Can you get me back to normality, please ?

Delete the graphics card from
Control Panel | System | Device manager, restart, and it'll
find it again and reload (or prompt for) drivers. If that still fails,
delete it again (without rebooting), and add it manually (via Add New
