Is the windows firewall running in services? it it usually set to automatic.
Right click my computer select manage then services and scroll down to near the bottom you should see windows firewall/intenet connection sharing,if its stopped right click it and select properties and select the start up type as automatic and start the service.

Strange im pretty sure it should be listed there even if its not enabled.Have you tried running sfc/ scannow ? you may need your xp cd at hand.

To go back to basics, have you tried F1 from the desktop and looked for an answer there?

Also have you tried typing Wscui.cpl in the run box, this should bring up the security centre.
