Windows Explorer - View as Web Page not standard

For years whenever I enter Windows Explorer my folders display in Web Page format. Suddenly, as one of the quirks of using Standby Mode, my folders no longer display in Web page format and I have to click on View>As Web Page to get the appropriate display mode. As soon as I switch to another folder "As Web Page" unchecks and I have to reselect. I can find nothing in Tools>Folder Options that does any good - any suggestions?

Windows 98 SE. However, the problem has now cured itself. My immediate reaction when Standby screws me up is to reboot - which I did without result. Later a different problem caused me to reboot again and Lo! W E is back to normal. However, thanks for your response.
