Windows 10 Start Menu Critical Error

I am unable to obtain the 'Windows 10' Start Menu or shut down procedure with a message headed 'Critical Error' followed by "Your Start Menu isn't working. We'll try to fix it the next time you sign in" Doing this does not rectify the problem! Plus the only way I can shut down my desk top computer is to switch power off at the electric mains. Also, I am unable to send email messages. I can receive them okay using thunderbird but thats all! Any suggestions please which would be much appreciated. thank you. Regards, Norker. PS. When I open thunderbird email it started keeping asking if I want it as my default when it is already the default. the electric plug.
