Why can't OS pre-guess space on floppy?

Every time I copy to floppy (in 98+ & w2k) if data is too much for available space (even if floppy's blank) it waits till half way through before letting me know there's not enough space. Why can't the os pre-guess like Mac's? I miss that.

I emailed [email protected] the author of 2xExplorer to see if he can implement it in his Freeware program. It seems so obvious I wonder why it has never been fixed before in Windows.

Explorer is so stupid that even if you try to copy the same file again, it still tries to copy it again.
