Sounds like it could be your graphics card drivers

In control panel,go to mouse properties,on the Wheel tab, whats the number in the box for scrolling?Should be around 3

Download the latest driver for your card and save it.Go to device manager and uninstall the graphics card, then use the new drivers when windows finds new hardware

the driver new and old will not load for nvidia. When i go into device manager it is a yellow exclamation mark at the side of it

Have a look inside to make sure the card is pushed in properly. When you uninstall the card, does windows find new hardware?
