In my WINDOWS Folder there is a Dat File called USER, what is it for? Also, what happens if it is deleted? Can it be deleted?

er.... INDEX.DAT holds info on where you've been on the net.USER.DAT is a registry file. Delete or edit it and you'll wish you hadn't.....

Yep do not delete at least not in Win98 it contains all you settings for desktop and computer just had a look at the file in Hexadecimal

Yes the Cleanup! utility is still useful but be careful. It will delete all your cookies including those needed for banks etc. Just make a backup using (in IE) File/Import and Export and follow the Wizard.
