What is 'System Settings Protector'?

When I start my pc (windows xp), I get a box on the screen stating 'System Settings Protector has encountered an error'. It then asks if I want to send a report to Microsoft. What is this function and how could it have went wrong? I recently installed a new Epson Photo Rx 420 all in one scanner/printer etc. Otherwise I have not adjusted any settings on my pc. Please advise...

Yes I think I have, I remember vaguely having it on for some reason. Do I need to turn it off? How do I do that please?

If you open Spybot and go to Tools\Resident you will find the setting there.
