What program /setting should downloads run in?

I have Windows 98 SE. I tried to download a driver/soft ware and it propted me to choose a program/setting to run it in. I choose the first one with was, Accessibility Wizard. I now know that this is to change the setting for dissabled people. When I try and open it it says
"There was a probalem running the file specified when running the Assessibility Wizard."

What programes settings should a download run in? This down load is a zip file.

What steps do I take to change this? Where about in the computer do I go?

Some files are self extracting and some need to be unzipped with something like Winzip or 7Zip.
If you need to extract the files download to say the desktop and use the unzipper to extract the files. I have a folder called "unzipped" where I direct the extracted files to. If you need an unzip utility you can get 7Zip here click here or winzip
