If you want a WYSIWYG editor like FrontPage to work in a visual environment then try Nvu click here

Originally intended as a web editor for Linux, you can download it for Windows as well. It's free, pretty capable overall and worth the time to download.

Hi Ben,
I have been using a lot of stuff from Bravenet. See click here Highly recommended, and free. My own site click here has a lot of their stuff on there. Guest maps, photo pages, guest book etc. They also have free templates, although I have not used them.

There are quite a few tools available, Serif Webplus 6 click here and Dark Streets Website Mentor click here and Microsofts own Frontpage Express click here
