virus or hoax ?

I recived an email telling me I had a virus-file on my hard drive. I should delete it before it caused trouble.

But was this a hoax to get me to remove a file that I really needed ?

I deleted c:\windows\system\jdbgmgr.exe .

Let us assume it was a hoax---
What is this file used for ?
How do I get a replacement ?
