Using Old motherboard

I am attempting to build a simple computer for my 90 year old father, (his first), and am using a VIA EP-8KTA3PRO mobo, with a 40 GB Deskstar, CDRW drive, 256MB PC133 Memory. The hard drive has been formatted and is FAT32, and clean. I am attempting to load Win. Me, but I get an error message 'NTLDR Missing press Ctrl Alt Del to reboot', or when trying to boot from Floppy the message 'I/O error press any key to reboot'.

I have built any nunber of machines, but this on e really has me tearing my hair out. CAN ANYONE OFFER SUGGESTION???
