Upgrading old PC - need advice

I have an old Dell Dimension 4600 tower that I'm looking to upgrade and turn into a media player of sorts to have plugged into my HDTV.

These are the specs of the 4600:

I have the 3.06ghz processor, with 512mb RAM, and a 64mb AGP video card. Testing under Windows 7 gave me these system scores:

Processor: 4.2
Memory: 2.9
Graphics: 1.0
Gaming 1.0
Hard Drive: 5.4

What could/should I do to the RAM and graphics card to bring it up to a level where it could play 1080p video? After having done some research online I was thinking that 2GB RAM and the Asus HD3450 512mb AGP card would give me the performance that I'm looking for. Could my power supply (250W according to the Dell site) handle this card?

PS. I don't plan on using this PC for gaming.

I have that exact video card, I remember somebody telling me that I'm lucky running it with my 300w power supply as the bare minimum for that card is 300w, so I think you're out of luck on that one.
