undo system restore help

a friend of mine has just bought a second hand pc and after about a month keeps freezing so has asked me to restore or reinstall xp so i have restored but comes up with the previous owners accounts etc,
so tried to reinstall xp but said something about i need to sign on as adminastrator or something like that.
cant uninstall programs or install xp or UNDO SYSTEM RESTORE all come the same.

how can i get passed this.

Undo your last Restore and then perform a Windows repair:

• Click Start; Run.
• In the Run box, type cmd.exe to open the command prompt window.
• At the prompt, type sfc.exe /scannow
• Press ENTER. If Windows finds problems with the system files, you will be prompted to insert your Windows XP installation CD to restore the files.

If no problems are found and the scan finishes, type exit and press ENTER.

Or go into Control Panel; User Accounts; Change an Account and create an Administrator account.

You will not beable to create an admin account from a limited user account.

Boot to safe mode (F8 during boot) select the admin account there. Create an account in your friends name and then delete the other accounts.
Reboot for the changes to take effect.
