Unable to install windows cleanup utility help!!!

Hi there, i'm having a very serious problem as i'm unable to install windows installer cleanup utility, which i desperately need to install for something. when i try to RUN it..i get a message...ActiveX component cant create object:Wscript.shell. I have googled this exact error message, but all the webpages talk about visual basic code, etc.....theres nothing in LAYMANS langauge..i.e. pc advisor language..that is easy for me to understand, and find a solution to it. I have a desktop that runs windows xp service pack 3 by the way had the pc for bout 3 years now...2gb ram, 16ogb hard drive

Ensure your ActiveX controls are set correctly.

To do this in IE got to Tools/Internet Options/Security/Custom levels (button). In the list ensure the following are ticked (it will be a small dot known as a radio button):

Downlaod Signed ActiveX controls - Prompt

Download unsinged ActiveX controls - Disable

Initialize and script ActiveX controls not marked as safe - Disable

Run ActiveX controls and plug-ins - Enable

Script ActiveX controls marked safe for Scripting - Enable.
