unable to enable on-board graphics

I disabled the on-board graphics on my "GA-F2A68HM-HD2" via device manager on windows and there is no display at all on my monitor. I've taken out the CMOS battery for over 15minutes and replaced it many times and still nothing.I have also tried jumping the CMOS pins still no luck. I've connected the HDMI to an external GPU (Gigabyte RX 460) to the monitor and still nothing.(fans working fine)

The main question i have is if i buy anew mother board of the same model will my HDD remember the information from the previous MOBO and disable the on-board graphics on that aswell? Or will the on-board graphics remain enabled and allow my PC to boot normally?
