Time/Date Update in XP

Hello - can someone help please? Friend has XP, and uses Norton Security. The time and date appear to be locked on to a date in 2002; changing both by clicking on the time icon appears to work, but when computer is shut down then re-started, date has reverted to 2002. Bringing up the Adjust Date/Timer dialog box, then clicking on the Internet Time tab should allow a manual update via Time.Windows.Com but trying this results in a "Failed" error notice. Perhaps Norton's firewall is blocking this? If so, can the firewall be disabled temporarily to check? I'm not at friend's house now, so can't try it, but hope to be there tomorrow.
I'd be very grateful for help, please.

It sounds like the battery is dying on the motherboard.

If you right click the Norton icon in the system tray you have the option to disable it.
