Temp. files in Windows folder.

Below are 4 examples of Temp files that seem to appear after either loggin on to Internet Explorer and /or Outlook Express.When i delete them every now and then it has no effect on the computer at all.
Is there any way to stop them going to the Windows folder instead of a temp. file.
I am running win 98SE on 2 computers. The same problem occurs on both.
It does seem to have occured after upgrading to IE6 and OE6.
Is there an option i need to check or uncheck to stop this?

Every so often I do a search and delete all *.tmp files that are over 2 days old.

Maybe I'm lucky but I've never had a problem ever since Win98 first came out.

I not suggesting you do it but it works for me.
