System tray icons windows xp

When I start up my computer (Windows XP) quite often the system tray icons don't appear and the hourglass icon appears when trying to start anything else. It's as if the start up process has stalled. Has anyone else experienced this and anybody know why this happens or can offer a solution ??

As you can tell by the deafening silence...

Only suggestion I can think of is cntrl alt del, see if any applications are not responding. Oh, one other - cntrl panel, admin tools, event log, see if there is anything iffy in there.
