System restore on PC with two hard drives problem

Tried to restore my PC for the first time ever when a new wireless router caused connection problems (seems alright now), and I got the message: "System restore is not able to create a restore point. Please restart computer and then run System Restore again". Tried this, same result.

Also I note there are no previous restore points. Someone said that this could be because I have two drives in the PC (added a new one about a year ago).

In my System Restore Settings panel, SR is enabled and it says SR is monitoring both drives. The settings say my recently added (F) drive is my system drive and SR cannot be turned off on this drive. However, my other drive (C) CAN be turned off and yet this is the drive that Windows is running from (and hence my System Drive I assume). Er...any help appreciated. many thanks
